Do citizens care about government debt? Evidence from survey experiments on budgetary priorities

Ever since the Great Recession, public debt has become politicised. Some research suggests that citizens are fiscally conservative, while other shows they punish governments for implementing fiscal consolidation. This begs question of whether and how much care about debt. We argue is not a priority because reducing it involves spending tax trade-offs. Using split-sample experiment conjoint in four European countries, we show consolidation at cost cuts or taxes hikes less popular than commonly assumed. Revenue-based especially unpopular, but expenditure-based also contested. Moreover, clear policy priorities: People do favour lower taxes, support higher progressive to pay more government spending. The article furthers our understanding opinion on policies likely political consequences austerity.
